Is there a way to download 360 video from YouTube

Here is a simple solution. I would download the 360 video in the highest quality possible via existing YouTube download sites such as www.keepvid.com and then once you have the MP4 file, you can play it back in a 360˚ Video Player such as the free Kolor Eyes desktop player (PC & Mac).
There are many alternatives for the youtube downloader, one of the free ones is winxdvd, you can download the software on the winxdvd website, or you can use the direct software download link. You can read more about it in this article.
I've been using this player since September last year and in my opinion, it's the easiest to use 360 players, and now that GoPro has acquired Kolor (the French software company who publishes it) I'm sure there will be lots of resources for the software to get better and better over time.

Really it's just a matter of downloading the source file (commonly referred to as the "flattened" video file, technically known as the "equirectangular" video file) and then playing it back through a dedicated 360 degree video player which knows how to map/wrap/project the equirectangular source file into a sphere for interactive 360˚ playback.
